iGaming license in Panama through KUNAISA

A KUNAISA iGaming license covers remote casino, betting, poker and lottery operations aimed at players outside Panama. Gaming inside Panama is licensed by the Junta de Control de Juegos, which can now order unlicensed sites blocked, so Panamanian players have to stay off your platform.

KUNAISA iGaming license vs a JCJ license

Gaming in Panama is regulated by the Junta de Control de Juegos (JCJ), part of the Ministry of Economy and Finance. Law 527, published on 28 May 2026, lets the JCJ order internet providers to block the websites, apps and domains of Panamanian or foreign operators offering online casino or betting without a JCJ license, and it fines operators who break it.

A KUNAISA license is not a JCJ license, so it doesn’t let you accept players in Panama. You’ll need to geo-block Panama and screen out Panamanian residents at registration.

Everywhere else, what matters is each target market’s gaming law, and many markets require a local license of their own, along with the terms of your game suppliers and payment processors. We go through your markets with you before you apply.
